Fire-rated plywood, more accurately called fire-retardant-treated (FRT) plywood, is plywood treated during manufacturing to slow surface flame spread and progressive combustion. Under the 2024 International Building Code, qualifying FRT wood tested to ASTM E84 or UL 723 must have a flame spread index of 25 or less, withstand an additional 20-minute test period, and keep the flame front within 10.5 ft (3.2 m) beyond the burner centerline. Pressure treatment uses closed vessels operating at not less than 50 psig (345 kPa). FRT plywood remains combustible, so its rating should not be confused with a 1-hour or 2-hour fire-resistance rating for a complete building assembly.

Plywood normally consists of thin wood veneers bonded in alternating grain directions. Fire-retardant treatment adds another manufacturing stage after or during panel production, depending on the approved system. In pressure-treated products, chemicals are forced into the wood under controlled pressure rather than left only on the face. The 2024 IBC sets 50 psig as the minimum pressure for a pressure-impregnation process used to qualify fire-retardant-treated wood.

That treatment changes how the wood reacts when heated. Untreated wood begins producing combustible gases as its temperature rises; those gases feed surface flames. Fire-retardant formulations can promote earlier char formation and reduce the rate at which combustible gases are produced. The plywood can still char and lose structural capacity under prolonged heat, which is why FRT should be treated as combustible wood with improved fire behavior, not as a noncombustible board.

A flame spread index describes surface-burning behavior under a standardized test. It does not measure how many minutes a plywood sheet can contain a building fire.

The distinction matters because ASTM E84 and UL 723 measure surface burning, while hourly fire-resistance ratings apply to complete assemblies. A wall rated for 1 hour may include studs, gypsum panels, insulation, fasteners, joints, and plywood installed in a tested arrangement. APA guidance states that FRT wood can reduce surface flame spread but does not, by itself, increase the fire-resistance rating of an assembly. Its 2009 technical guidance also treats FRT plywood as combustible material despite its improved flame-spread performance.

Testing requirements make the difference easier to see. The IBC qualification is not satisfied merely because a panel reaches an initial index of 25. The ASTM E84 or UL 723 procedure must continue for another 20 minutes, with no significant progressive combustion, and the flame front must remain within 10.5 ft of the burner centerline. Those limits have appeared in multiple IBC editions, including 2012 and 2024, providing a consistent basis for specifying FRT wood.

Ordinary structural plywood can perform very differently. APA reported 2016 ASTM E84 and UL 723 data for APA-trademarked structural wood panels showing flame spread index results from 35 to 110 and smoke-developed index values from 50 to 175. Those figures explain why normal plywood cannot simply be substituted when drawings or specifications require qualified FRT plywood with an FSI of 25 or below.

Fire performance is also separate from moisture resistance. AWPA Standard U1-24 identifies UCFA for fire-retardant-treated products used above ground in interior construction protected from weather or moisture. UCFB covers above-ground exterior fire-retardant applications subject to wetting, such as certain vertical exterior walls and inclined surfaces where water can drain. A UCFA product should therefore not be assumed suitable outdoors simply because it carries a fire-retardant label.

That separation between indoor and outdoor service affects purchasing. A contractor ordering 3/4-inch FRT roof sheathing needs more information than thickness and panel dimensions. Treatment category, exposure limits, structural design data, evaluation documentation, species, grade, bond classification, and fastener compatibility can all affect whether the sheet is acceptable. The AWPA Use Category System, introduced in 1999, was developed specifically to match treated wood with expected service conditions.

Structural capacity deserves the same attention. Chemical treatment and subsequent drying can change plywood properties, so allowable loads cannot always be copied from an untreated panel of the same nominal thickness. APA states that fire-retardant treatment can affect span ratings and load capacity and recommends obtaining structural performance data from the treating company. That recommendation remains relevant for roofs, where temperature exposure over years can add another design consideration.

For a structural order, the documentation normally deserves more attention than the panel color or surface appearance. Identification becomes especially important after material reaches the jobsite. AWPA advises users to look for the applicable standard and Use Category on treated-wood identification. For code-regulated material, third-party quality marks may also appear. The 2025 AWPA Book of Standards continues to include U1-25 and a separate commodity section for fire-retardant-treated products, showing that treatment classification is maintained as a defined technical category rather than a marketing term.

A useful specification review can therefore focus on a short set of measurable items:

  • ASTM E84 or UL 723 test reference and reported flame spread performance.

  • FSI of 25 or less where the IBC definition of FRT wood applies.

  • Compliance with the extended 20-minute test criteria.

  • Interior UCFA or exterior UCFB service classification where AWPA requirements apply.

  • Actual plywood grade, thickness, species, and structural rating.

  • Treatment-specific allowable design values for structural work.

  • Approved fastener or connector requirements.

  • Third-party label, evaluation report, or treatment documentation required by the project.

The last two items are easy to overlook because treatment chemicals can interact differently with metals and adhesives. Product literature should be checked before selecting nails, screws, joist hangers, or other connectors. A specification written in 2024 or later may also reference a newer code or treatment standard than an older evaluation sheet, so matching document editions helps prevent acceptance problems during inspection.

FRT plywood also should not be confused with plywood covered by fire-retardant paint. APA distinguishes pressure-treated FRT wood from proprietary fire-retardant coatings. Coatings may lower the flame-spread rating of plywood in approved applications, especially nonstructural interior finishes, but their performance depends on the tested coating, substrate, application rate, surface preparation, and exposure condition. A coated panel is not automatically interchangeable with pressure-impregnated FRT plywood.

“Fire-rated” is a commercial shorthand. The useful specification is the test result, treatment method, approved use, structural data, and assembly requirement attached to the panel.

Applications therefore depend on the building design rather than the product name alone. The 2024 IBC permits fire-retardant-treated wood in selected locations where ordinary combustible construction may be restricted; examples include certain roof construction and some nonbearing interior partitions. Other sections allow FRT wood in specific uses such as fuel-dispensing canopies, subject to the surrounding construction requirements.

Thickness does not replace treatment qualification. A 3/4-inch untreated sheet is not automatically safer under ASTM E84 than a thinner FRT panel, just as an FRT sheet cannot create a 2-hour wall simply by being thicker. Fire resistance depends on the tested assembly, while surface flame spread depends on the tested material configuration. Keeping those two measurements separate avoids one of the most common specification errors.

Storage and installation can affect the finished work as well. Interior-rated material should stay protected from weather before installation, and wet panels should not be enclosed before reaching an acceptable moisture condition. Cutting, drilling, sanding, or edge treatment should follow the manufacturer's instructions because treatment systems differ. AWPA's 2024 classification specifically separates continuously weather-protected UCFA material from UCFB material intended for exterior wetting, so exposure during service should match the listed category.

When comparing quotations, price per sheet is therefore only one line of the specification. Two nominal 5/8-inch or 3/4-inch panels may differ in veneer grade, structural rating, fire-retardant chemistry, approved environment, certification, drying method, and design-value adjustments. A lower-priced sheet that lacks the required test documentation cannot be treated as equivalent solely because both invoices use the words “fire-rated plywood.”

The most reliable purchase record is one that can be checked against the project documents: panel dimensions, grade, treatment classification, ASTM E84 or UL 723 compliance, FSI, exposure category, structural values, and labeling. Using measurable information also avoids the inaccurate claim that treated plywood is “fireproof.” Under the 2024 IBC, it remains wood; qualification is based on controlled flame-spread and extended-combustion criteria, including the 25-or-less FSI and additional 20-minute test period, not immunity to fire.
